a) Government officials and all those able to influence or control resources, transparently declare their private interests in an asset register and in tender documents, which are made publicly available.
b) Potential conflicts of interest are identified, investigated and findings communicated to the public in the form of private interest review reports and tender award reports.
c) Government officials identify and investigate cases of the ineffective use and abuse of resources.
d) Efficient disciplinary action is implemented in response to cases of the ineffective use and/or abuse of public resources; case details and corrective steps are communicated to the public in disciplinary updates (at a minimum, within annual reports).
e) Civil society groups obtain copies of declarations of interest and disciplinary reports, they track individual cases and engage with government officials to establish what corrective/disciplinary actions have been taken in cases involving conflicts of interest and in response to cases of the ineffective use/abuse of public resources.
